Set up conversion tracking you can trust

Every bidding decision depends on what you count as a conversion. Here is how to track calls, forms and purchases correctly, and how to test it.

The short answer

To set up Google Ads conversion tracking, decide which actions count as real leads or sales, create a conversion action for each in Google Ads (Goals, then Conversions), and install the Google tag on your site directly or through Google Tag Manager. Track form submissions on a successful submit, phone calls from ads and from your website, and purchases with their value. Mark only real outcomes as primary, then test with a real form, a real call and, for shops, a real order.

You can also import key events from Google Analytics 4, add enhanced conversions for better matching, and upload offline results from your CRM. Each option is explained below.

Step 1: decide what counts

Google’s setup guide stresses that setting each conversion action as primary (used for bidding) or secondary (observation only) is critical. For a typical service business:

Primary

Completed quote or contact forms, calls from ads over a set length, calls from your website over a set length, booked appointments, purchases.

Secondary

Clicks on a phone number, clicks on email links, visits to key pages, newsletter sign-ups, chat starts.

Do not track

Every page view, time on site, scroll depth as conversions. They inflate results and mislead bidding.

For leads, set the count to one per click, so a person who submits twice is not counted as two leads. For purchases, count every conversion.

Step 2: track form submissions

There are three common ways, from simplest to most reliable:

  • Thank-you page. Fire the conversion on a page shown only after submitting. Simple, but make sure the page cannot be reached any other way and is not indexed.
  • Form submission event in Google Tag Manager. Trigger the Google Ads conversion tag when the form submits successfully. Test that failed submissions do not fire it.
  • Developer-pushed event. Your form sends a dataLayer event only after the server accepts the submission. The most accurate, and the best base for enhanced conversions.

If you use Tag Manager, include the Conversion Linker tag so click information is stored correctly.

Step 3: track phone calls

For many local businesses calls are most of the leads. Google Ads supports three types:

  1. Calls from ads. Turn on call reporting so calls from call assets and call ads go through a Google forwarding number. These count as “Calls from ads”.
  2. Calls from your website. The Google tag swaps the number on your site for a Google forwarding number for visitors who came from an ad, so you can count calls that last longer than a minimum duration you set.
  3. Clicks on your phone number. Tracks taps on a click-to-call link. It counts intent, not conversations, so keep it secondary.

Choose a sensible minimum call length (often around a minute) so wrong numbers and hang-ups do not count. If you use a call tracking service, it can import qualified calls instead.

Step 4: track purchases

  • Pass the order value and currency with each purchase so you can measure return on ad spend.
  • Pass the transaction ID so a refreshed confirmation page does not count the same order twice.
  • On Shopify, WooCommerce and other platforms, use the official Google integration or a tested app rather than pasting code into templates by hand.

If you sell online, check that tracked revenue roughly matches your platform’s sales report for the same period.

Google Analytics 4 import or Google Ads tag?

You can import GA4 key events into Google Ads instead of using the Google Ads tag. According to Google Ads Help, imported conversions are based on GA4 key events, and you need at least Marketer access in Google Analytics to import them.

Many accounts use the native Google Ads tag for primary bidding conversions and GA4 for analysis. What matters is not using both as primary for the same action, which counts every lead twice.

Enhanced conversions and offline imports

  • Enhanced conversions send hashed first-party data, such as an email address, from your conversion page to Google using SHA-256. This improves matching when cookies are missing.
  • Enhanced conversions for leads link a website lead to what happens later, such as a signed contract in your CRM.
  • Offline conversion import uploads sales from your CRM. Uploads must fall within a set window after the click (Google lists 14 or 90 days depending on the import method).

These let Google bid toward leads that become customers, not just form fills. Our systems integration team can connect a CRM so this runs automatically.

How to test before you trust it

  1. Use Google Tag Assistant to confirm the tags fire on the right pages and events.
  2. Submit a real form and make a real call longer than your minimum duration.
  3. Check the conversion action status in Google Ads. Once data arrives, it should show that conversions are being recorded.
  4. Compare a week of Google Ads conversions with the leads you actually received. They should roughly match.
  5. Retest after any website change, form plugin update or new theme. These often break tracking silently.

Common tracking mistakes

  • Counting the same lead twice, for example a GA4 import and a Google Ads tag both marked primary.
  • Counting phone number clicks as leads. Many taps never become calls.
  • Thank-you pages anyone can visit, including bots and returning visitors.
  • Old conversion actions still primary after a website rebuild.
  • No minimum call length, so wrong numbers count as leads.
  • Purchases without transaction IDs, so refreshed pages double count orders.
  • Nobody checking after changes. A new form plugin can quietly stop every conversion.

Any one of these makes reports look better or worse than reality, and Smart Bidding acts on the error. A short monthly check of conversions against real leads catches most of them early.

Where tracking fits with privacy and consent

Conversion tracking uses cookies and, with enhanced conversions, hashed customer details. Make sure your privacy policy explains this, and if you collect consent through a cookie banner, check that tags respect the choices visitors make. Google offers consent mode to adjust how tags behave based on consent. Rules differ by location and industry, so for health, legal or financial businesses confirm your approach with counsel. Tracking that respects consent is still far more useful than no tracking.

Questions we hear

How do I set up conversion tracking in Google Ads?

Create conversion actions under Goals, then Conversions, install the Google tag directly or with Google Tag Manager, choose primary and secondary actions, and test with a real form and a real call.

Should I use Google Tag Manager for Google Ads conversion tracking?

It is a good option when you have several tags or forms. Include the Conversion Linker tag and test that only successful submissions fire the conversion.

Can Google Ads track phone calls?

Yes: calls from ads, calls to the number on your website using a Google forwarding number, and clicks on a phone number. You set the minimum call length that counts.

Should I import conversions from GA4 or use the Google Ads tag?

Either works. Imports are based on GA4 key events. Avoid counting the same action as primary in both.

What are enhanced conversions?

A feature that sends hashed customer data, such as an email address, from your conversion page to Google to improve matching and measurement.
