Performance Max or Search: which one should your leads come from

Search gives you control over the exact queries you pay for. Performance Max trades control for reach. Here is how to choose for a lead-gen business.

Search: keywords, control, clear reporting

Performance Max: every channel, less control

Feed PMax qualified leads, not form fills

The short answer

For most service businesses generating leads, start with Search campaigns. You choose the keywords, see the exact search terms, control where and when ads show, and can send each group of searches to a matching page. Performance Max is a goal-based campaign that shows ads across all Google inventory, including Search, YouTube, Display, Discover, Gmail and Maps, from one campaign. It can find extra leads, but it needs reliable conversion data and can bring more low-quality form fills if it is told every form counts.

A practical rule: run Search first, get conversion tracking right, then test Performance Max with a separate budget once you can tell good leads from bad ones.

How the two campaign types differ

Targeting

Search uses your keywords and match types. Performance Max uses your goals, assets and audience signals, plus optional search themes (up to 50 per asset group as of 2026).

Where ads show

Search shows text ads on Google results (and on search partner sites, which are included by default unless you opt out). Performance Max can show on Search, YouTube, Display, Discover, Gmail and Maps.

Control

Search lets you set keywords, ad copy per ad group and landing pages. Performance Max writes and mixes ads from your assets and can send people to other pages on your site through final URL expansion.

Reporting

Search gives keyword, ad and search term reports. Performance Max now has search terms, asset reporting and a channel performance report, but less detail on why it chose each placement.

Google describes Performance Max as a complement to keyword-based Search, not a replacement. That is also how it works best in a lead-gen account.

What changed in Performance Max recently

Early versions of Performance Max were close to a black box. As of 2026, Google has added more visibility and control:

  • Negative keywords at campaign level, plus shared negative keyword lists across campaigns (they apply to Search and Shopping inventory).
  • A search terms report for all Performance Max campaigns.
  • Channel performance reporting, launched in beta in 2025, showing results by channel.
  • Full asset reporting with clicks, cost and conversions, and the ability to see and remove assets created through final URL expansion.
  • More search themes, up from 25 to 50 per asset group.

These help, but Performance Max still decides the mix of channels and placements. You steer it mainly through goals, assets, exclusions and the quality of the conversion data you give it.

Which campaign wins when both could show

If you run both, Google has rules for which campaign serves a search. According to Google’s keyword matching help page, when a search term is identical to an exact match keyword in a Search campaign, the Search campaign is preferred over Performance Max. Phrase and broad keywords that are identical to the search share priority with identical Performance Max search themes. Beyond that, Google picks by relevance and Ad Rank.

In practice: put your most important, highest-intent searches as exact match keywords in Search. That keeps them under your control and in your reports, and lets Performance Max look for demand you are not already covering.

Lead quality: the real difference for service businesses

Performance Max optimizes toward whatever you count as a conversion. If every form submission counts, it will find the cheapest form submissions it can, and some of those come from accidental clicks in apps, bots and people who were never going to buy. Search campaigns are not immune, but someone typing “water heater replacement near me” is a far stronger signal than a banner view.

  • Count only meaningful actions. Calls over a set length, completed quote forms and booked appointments. Make page views and clicks secondary.
  • Import qualified leads. Upload which leads became real opportunities or sales from your CRM, and use enhanced conversions for leads, so bidding learns from quality.
  • Exclude your brand where possible so Performance Max does not take credit for people already searching for you.
  • Watch placements and channels. If leads from Display or YouTube are mostly junk, that tells you something, even if the cost per lead looks low.

When to use each

Use Search alone when:

  • Your budget is small and needs to go to the clearest buying searches.
  • You do not yet track calls and forms reliably, or cannot separate good leads from bad.
  • You sell services in a defined local area and people search with obvious words for what you do.

Add Performance Max when:

  • Search is profitable and you have reached the useful limit of your keywords.
  • You have steady conversion volume and feed back lead quality from your CRM.
  • You have good images, video and copy, and a landing page that converts.
  • You sell products with a feed (e-commerce), where Performance Max is often the main campaign type.

How to test Performance Max safely

  1. Fix tracking first: one primary conversion per real lead, tested with a real call and form.
  2. Keep your core Search campaign running with exact match on your best terms.
  3. Give Performance Max its own budget, not money taken from proven Search campaigns.
  4. Add negative keywords and brand exclusions, and turn off final URL expansion if it sends people to pages that do not convert.
  5. Run for at least four to six weeks, then compare cost per qualified lead, not cost per form.

If the test does not beat Search on qualified leads, pause it. Many local service accounts do better with a well-run Search campaign alone. Our article on what Google Ads costs shows how to set a budget from the leads you need.

What Performance Max needs to work

Performance Max does its best work when it has good raw material. Before launching a campaign, check you have:

  • Reliable conversion data, ideally qualified leads rather than every form fill, and enough of them each month for automated bidding to learn from.
  • Strong assets: several headlines and descriptions, real photos of your work and team, a logo and, ideally, a short video. Google’s AI tools can also generate images and videos from your assets, so review what runs.
  • Audience signals such as your customer list or website visitors, which tell Google where to start looking.
  • A landing page that converts, because Performance Max sends traffic from many channels to the same pages.
  • A budget it can learn with. A very small budget spread across every Google channel tends to produce thin, noisy results.

If you are missing two or more of these, a focused Search campaign is the better use of the money for now.

Questions we hear

Is Performance Max better than Search?

Neither is better in every case. Search gives more control and is usually the right start for lead generation. Performance Max can add reach once tracking and lead quality data are in place.

Can I add negative keywords to Performance Max?

Yes. As of 2026, Google supports campaign-level negative keywords and shared negative keyword lists in Performance Max.

Will Performance Max take traffic from my Search campaigns?

It can. When a search exactly matches an exact match keyword in your Search campaign, Google prefers the Search campaign. Other overlaps are decided by relevance and Ad Rank.

Why does Performance Max bring junk leads?

It optimizes toward whatever you count as a conversion. If every form fill counts, it finds cheap form fills, including accidental and bot traffic. Import qualified leads and count only meaningful actions.

How long should I test Performance Max?

Plan on at least four to six weeks with stable settings, then compare cost per qualified lead with your Search campaigns.
