Facebook ads cost whatever budget you set, from a few dollars a day upward. Meta runs an auction for every ad slot, so the price of each click or lead depends on your audience, your ad and your competition. According to WordStream and LocaliQ’s 2025 Facebook benchmarks, traffic campaigns averaged $0.70 per click, lead campaigns averaged $1.92 per click, and the average cost per lead was $27.66, up 21% on the previous year.
Those are averages across many industries. Dentists averaged $76.71 per lead and restaurants $3.16 in the same report. The rest of this guide explains how Meta charges, what moves the price, and how to work out a monthly budget for your own goals.
Meta ads, which run on Facebook, Instagram, Messenger and partner apps, are bought through Ads Manager. You choose a campaign objective, such as traffic, leads or sales, and a budget. There are three numbers to understand:
Cost per 1,000 impressions. How much it costs to show your ad 1,000 times. It reflects how much competition there is for your audience.
Cost per click. CPM divided by how many people click. A better ad lowers CPC even when CPM stays the same.
Cost per lead. CPC divided by how many clickers become leads. This is the number to budget around.
For most campaign goals, Meta bills per impression even when the campaign is optimized for clicks or leads. That is why the creative matters so much: an ad that more people respond to gets more results for the same impressions. Budgets can be daily or lifetime, set at campaign or ad set level. In practice the useful floor is not Meta’s minimum but what buys enough results to learn from.
WordStream and LocaliQ’s report covers campaigns that ran between April 2024 and June 2025. The overall averages:
Use these as a starting point only. Your costs in your city, with your offer and your creative, will differ. After a month of running, your own numbers replace the benchmarks.
Work backward from the leads you need:
Meta’s delivery system needs a steady flow of results to optimize. A budget that produces only one or two leads a week will take a long time to learn. If your budget is small, use fewer ad sets so each one gets enough data.

As much as you set. A useful budget is one that produces enough results each week for Meta to learn which ads work.
WordStream and LocaliQ’s 2025 benchmarks found $0.70 for traffic campaigns and $1.92 for lead campaigns, averaged across industries.
$27.66 in the 2025 WordStream and LocaliQ report, ranging from about $3 for restaurants to about $77 for dentists.
Common causes are creative fatigue, a small or highly contested audience, seasonal competition and an offer that does not stand out.
Instagram ads are bought in the same Meta Ads Manager auction. Costs can differ by placement, and Meta can shift budget toward the placements producing results.
